What makes a claim hard to place
Not the size. The shape.
A hard-to-place claim usually has at least one of three shapes: unusual subject matter (a logging skidder, an aircraft hull, an event liability tower), awkward coverage (layered placements, binders, non-standard wordings), or messy facts (disputed liability, missing records, parties across borders).
Generalist operations route these files to whoever is free. We route them to whoever has seen them before.
